The organization began as a movement promoting participatory democracy at the neighborhood level, but soon evolved to address the broader challenges of urban governance, policy reform, and citizen engagement. With an innovative and holistic approach, Janaagraha is redefining how cities in India are governed and transformed. This blog article aims to provide an in-depth look at Janaagraha's mission, programs, reach, and impact. It also highlights exciting career opportunities for social work professionals and students looking to contribute to a transformative cause.
Mission
Janaagraha’s mission is to work with citizens and governments to transform the ‘quality of life’ in India’s cities and towns. The term ‘quality of life’ as defined by Janaagraha has two dimensions. The first is the ‘quality of urban infrastructure and services,’ that is, roads, drains, transport, water supply, etc. The second is the ‘quality of citizenship’ – that is, the role that urban citizens can play by participating in civic matters.
Janaagraha's Approach urban governance reform through:
Civic Participation: Building cities forall, demands participation from all
Janaagraha's work in civic participation focuses on enhancing democracy by encouraging citizens to take an active role beyond voting. Their approach includes four key areas: citizen engagement, councilor leadership, civic learning, and civic technology. They empower both citizens and elected representatives with knowledge of local governance, helping them engage in neighborhood development and collaborate with city governments.
A significant part of their efforts is strengthening Ward Sabhas (or ward committees), aiming to boost citizen participation and civic leadership. Civic learning is a central aspect of their work, focusing on engaging students and youth, fostering civic responsibility, and teaching important skills like problem-solving and teamwork. Additionally, their work in civic technology improves government-citizen engagement, accountability, and process efficiency.
Municipal Finance: A city’s financial health determines its ability to offer quality infrastructure and services to its citizens.
Cities need to prioritise and allocate their limited funding. They must also do so effectively and transparently. Financial sustainability and accountability, therefore, are the two pillars of municipal finance that Janaagraha work on. Janaagraha partner with city, state, and central governments, as well as various commissions and constitutional bodies, to make systems more accountable and cities more sustainable. Janaagraha do this through a three-track approach: Policy Advocacy, Implementation Support , Dissmination of playbooks
