Enrollment with NITI Aayog Darpan ID : The NGO should be enrolled with NITI Aayog, the premier policy think tank of the Government of India, through its designated portal.
Registration and Experience: The NGO must be a registered entity and have a minimum age of three years. It should also possess significant experience in the field of livelihood in the handicraft and handloom sector, demonstrating a strong understanding of the sector's challenges and opportunities.
Clean Record: The NGO should not be blacklisted by either State or Central Government agencies. This criterion ensures that the empanelled NGOs maintain a high level of integrity and professionalism.
Proposal through Regional Director: The NGO's empanelment proposal must be forwarded through the Regional Director of the Department of Development Commissioner (Handicrafts). To ensure a comprehensive evaluation, the Regional Director may constitute a committee consisting of the concerned Assistant Director and state representatives.
Documentation: The NGO must submit relevant documents, including its bye-laws, audited accounts, and tax returns. These documents serve as evidence of the NGO's legal compliance and financial transparency.
Membership Details: The organization is required to provide updated details of its Secretary, President, and all members, which must match the information provided in the NGO Darpan Portal and the Memorandum of Association (MOA) and Bye-Laws. Any changes in membership should be updated on the NGO Darpan Portal and reflected in the MOA and Bye-Laws. The updated documents should be uploaded along with the previous version to ensure transparency.
Categories of Empanelment:
Based on their experience and track record, NGOs may be categorized and assigned projects as follows:
Category I: NGOs with no prior experience in government sector craft projects may be assigned a project with a maximum value of Rs. 10 lakhs per year. This category provides an opportunity for newer NGOs to gain experience and contribute to the handicrafts sector.
Category II: NGOs that have executed projects assigned by the Department of Development Commissioner (Handicrafts) or have experience working with other Ministries of the Government of India or State Governments may be assigned projects up to Rs. 20 lakhs per year. For projects under the Scheduled Caste Sub-Plan (SCSP), the limit may be extended to Rs. 30 lakhs.
Category III: NGOs that have successfully completed projects in Category II during the previous year may be assigned projects up to Rs. 35 lakhs. For SCSP projects, the limit may be extended to Rs. 50 lakhs. This category recognizes NGOs that have consistently demonstrated their capacity to execute projects effectively.
